Favoured by peace, (this) house was built (1725)

The chronogram probably refers to the peace concluded after the end of the War of the Spanish Succession (1701-1713). This was a war of several European powers - the 'Great Alliance' - against, among others, the kingdom of France and the Spanish Empire. The Allies succeeded in their aim: they prevented these two empires from being ruled by Louis XIV of France.
The Netherlands, wary of a border with France, had joined the Allies.
For a fortified town like Maastricht, war always meant extra vigilance and restrictive measures, because one had to be constantly on the alert for a siege by the enemy.
